VIAF

The Virtual International Authority File (VIAF) is an international service that combines multiple name authority files from national libraries and other institutions into a single hosted authority service operated by OCLC. By matching and linking authority records from over 50 contributing organizations worldwide, VIAF lowers the cost of authority control while increasing the utility of bibliographic data on the Web. Each VIAF cluster provides a persistent URI and links to the corresponding records in participating national authority files.

Overview

The Virtual International Authority File is a multinational authority service that links name authority records from over 50 national libraries and other cultural heritage organizations into unified clusters, each identified by a persistent URI. Hosted and maintained by OCLC, VIAF is a foundational component of the global library linked data infrastructure, enabling cross-border discovery and interoperability of bibliographic data.

Background

VIAF originated in 1998 as a joint project between the Library of Congress and the Deutsche Nationalbibliothek (German National Library), with the goal of linking their respective name authority files. The Bibliotheque nationale de France joined shortly after. The project was formalized as a service in 2003, and in 2012 OCLC assumed operational responsibility. The service was assigned the OCLC trademark and has since grown to include contributions from more than 50 institutions spanning every inhabited continent.

The fundamental insight behind VIAF is that national libraries independently maintain authority records for the same people, organizations, and works, often under different name forms and in different scripts. By algorithmically matching these records and presenting them as clusters, VIAF eliminates redundant effort and provides a single point of reference.

Purpose & Scope

VIAF covers personal names, corporate names, geographic names, works, and expressions. For each entity, the VIAF cluster contains:

  • A VIAF identifier (persistent numeric ID)
  • Links to authority records in each contributing institution
  • Preferred and variant name forms from all contributors
  • Basic biographical or descriptive data where available

The service supports both human browsing through a web search interface and machine access through APIs and data downloads.

Serializations & Technical Formats

VIAF data is available for bulk download and through APIs. Individual VIAF records can be retrieved in multiple formats by content negotiation on the VIAF URI. The VIAF namespace uses the base URI http://viaf.org/viaf/ followed by the numeric cluster identifier.

Governance & Maintenance

VIAF is operated by OCLC as part of its global library services portfolio. The VIAF Council, comprising representatives of contributing institutions, provides governance oversight. Data matching and cluster creation are performed algorithmically, with manual review processes for disputed matches. The dataset is periodically refreshed as contributing institutions update their authority files.

Notable Implementations

VIAF identifiers are widely used as linking mechanisms in library catalogs, digital repositories, and knowledge bases. Wikipedia and Wikidata reference VIAF identifiers for authority control. The International Standard Name Identifier (ISNI) service uses VIAF as one of its source files. Many library discovery systems resolve VIAF URIs to display consolidated authority information.
