COUNTER (Counting Online Usage of Networked Electronic Resources) is an international non-profit membership organization of libraries, publishers, and vendors. Founded in 2003, COUNTER develops and maintains the Code of Practice, a standardized set of rules for measuring the usage of electronic resources such as journals, databases, books, reference works, and multimedia databases. The Code of Practice is widely adopted by publishers and library consortia to produce consistent, comparable usage statistics.
